TLC plate cutter

Could somebody reccommend a producer of relatively inexpensive TLC plate cutters? I'm considering buying one, and I checked a couple of producers' webpages, but I was unable to find anything below 500 USD, it's kind of madness for such a simple piece of equipment.

Something like http://www.diy.com/nav/decor/tiles/tiling-tools-accessories/cutting_tools/Mac-Allister-Heavy-Duty-Tile-Cutter-10568067 ? Or alternatively something like CUT-T-010 at http://xinology.com:888/Glass-Processing-Equipments-Supplies-Consumables/glass-cutting/glass-mirror-cutting-tools/Handheld-Glass-Cutting-Pens.html ?

Most people around here use a Stanley knife and a metal ruler. I use a decent pair of scissors myself.

I suppose you could try a paper guillotine.
