Different light frequency effecting human

For optical lens, Blue light frequency 415-455 is blocked to protect our eyes, but not Blue light frequency 465-495, which is good for human emotion.

I would like to know on where to find reference for different light frequency effecting human.

Does anyone have any suggestions?

The values you give are not frequencies, they are wavelengths in units of nanometres (nm).

The ranges are wrong:
400nm - 450nm is violet
450nm - 490nm is blue
- though the boundaries are not precisely delineated.
See 1st link.

No light in this range is completely blocked though the transmission coefficients through the lens may be lower for some wavelengths compared to others.

As far as colour affecting humans, see 2nd link. You could try a search for 'psychology of colour' and try posting a question in the psychology section.
