Cycloalkane nomenclature

Why is 1,6,6-trimethylcyclohexane-1,2-diol not named 2,3,3-trimethylcyclohexane-1,2-diol instead, following IUPAC nomenclature rules?
Isn't 2,3,3 a lower set of numbers than 1,6,6 (if you take the averages of the sets of numbers)?

I remember that you have to consider the first number. 1 < 2, so the correct name is 1,6,6 and not 2,3,3.
I am not sure, though.
