Making Graphene Oxide from Graphene

Hi, and I know the topic sounds weird, because most people are looking for it the other way around, but I was wondering how to make graphene oxide from graphene. The way that I was going to make graphene is by electrolysis of graphite in MgSO4. I am not a rich person, so I would use 2 98% graphite electrodes, and a 1a, 12v power supply. (Maybe 2 amps actually.) Anyway, if this even would produce graphene, I was wondering how to make graphene oxide from this graphene. Thanks!
