Tanabe Sugano diagram for trigonal bipyramidal

Hello,

I am generating a Tanabe Sugano diagram of d2 for trigonal bipyramidal ML5 complex with D3h symmetry, and I am having a hard time figuring out which has higher energy the E' or E'' term. I know that E'' is non-bonding so I think it has the lower energy. I would love a second opinion. Thank-you.
