Can someone explain me what is inside the Stern-layer, and what its charge is? I understand that you have a particle with (example) a negative charge, that the positive counterions will diffuse to the surface of the partical. And that the thickness of the Stern-layer the radius of a hydrated counter ion is.

I would think that the Stern-layer contains counter ions and that is should have a charge of some kind. But the paper of my prof states that the double layer has (in principle) no charge at all. Can someone help me?
