Me = methyl which is neutral
CN is a negative ion
PPh3 is neutral too
Is NO2 negative, neutral or positive?
And what is the oxidation number of Pt on [Pt(Me)(CN)(NO2)(PPh3)]+?

Methyl, CN, and NO2 form covalent bonds with Pt.
Is it possible to form a complex with NO2+ ion?
PPh3 probably should be doubled.

I think NO2 is negative since its not possible to complex with NO2+?

So treat all negative substituents as if they were chlorine, ignore the neutral substituent and calculate the oxidation state for PtCl3+.

Me = CH3-?

The formal oxidation state of a metal in a cmplx is the charge left on the metal after the ligands are removed in their closed-shell configuration: Cl as Cl^-, CN as CN^-, NO2 as NO2^-, and PPh3 as neutral PPh3
hence [Pt] -1(Cl) -1(CN) - 1 (NO2) – 0(PPh3) =+1  This is a Pt(IV) a common oxidation state of Pt.

Me = CH3-?
Neutral can be methane CH4 or CH3 radical.
